The SP Services website (https://services.spservices.sg/#/login) seems to be down as of 21 March 2018.
The error message received is:
Error: We’re currently facing issues communicating your request, please try again in a few minutes.

By the way, something I learnt from calling the hotline is that there is now no need for the old owner to cancel or to transfer the account. The new owner can simply proceed to open a new utilities account, and the old one will be cancelled automatically one day before the new account is opened. There will be no disruption to the water/electricity supply.
This is an improvement over the old method where the SP account has to be cancelled before opening a new SP services account.
